History

Civil war has been the norm in Angola since independence from Portugal in 1975. A 1994 peace accord between the government and the National Union for the Total Independence of Angola (UNITA) provided for the integration of former UNITA insurgents into the government and armed forces. A national unity government was installed in April of 1997, but serious fighting resumed in late 1998, rendering hundreds of thousands of people homeless. Up to 1.5 million lives may have been lost in fighting over the past quarter century. The death of Jonas SAVIMBI and a cease fire with UNITA may bode well for the country.

Global Surveillance of HIV/AIDS and sexually transmitted infections (STIs) is a joint effort of WHO and UNAIDS. The UNAIDS/WHO Working Group on Global HIV/AIDS and STI Surveillance, initiated in November 1996, guides respective activities. The primary objective of the working group is to strengthen national, regional and global structures and networks for improved monitoring and surveillance of HIV/AIDS and STIs. For this purpose, the working group collaborates closely with national AIDS programmes and a number of national and international experts and institutions. The goal of this collaboration is to compile the best information available and to improve the quality of data needed for informed decision-making and planning at national, regional and global levels. The Epidemiological Fact Sheets are one of the products of this close and fruitful collaboration across the globe.

Due to the isolating effects of a recent civil war, Angola’s HIV prevalence has remained lower than the infection rates of neighboring Congo, Namibia, Zambia, and Zimbabwe. However, Angola was one of three African countries to experience an increase in HIV prevalence of more than 100 percent between 1994 and 1997.

The Centers for Disease Control and Prevention's Global AIDS Program (CDC/GAP) funds the University Technical Assistance Project (UTAP) which links organizations in selected developing countries with 10 US-based universities that provide technical assistance and support in their area of expertise. The goal of this partnership is to strengthen existing efforts to prevent mother-to-child HIV transmission (MTCT), lower the rate of tuberculosis and sexually transmitted infections, and provide support and care for the individuals living with HIV infection.
